About the Job

This position serves as the Newborn Screening Manager and a Team Leader for Maternal and Child Health (MCH) to promote the delivery of high-quality, comprehensive, family-centered health services for women, infants, children, and adolescents living in Indiana.  Emphasis is placed on ensuring services to low-income populations, those with poor nutritional status, and those who do not have access to health care.  The purpose of this position is to oversee the day to day operations of a program area whose goal is to improve the health and economic prosperity of Hoosiers by ensuring access to newborn screening health services and genetic services (including diagnostic, treatment, genetic counseling, and family support services) and by providing necessary information about genetic disorders to health care providers and the general public.

A Day in the Life
  • Establishing goals, policies, and procedures for the Genomics and Newborn Screening (NBS) Program.  The Genomics and NBS Program is responsible for the development and maintenance of a centralized program that ensures all children born in Indiana receive a valid and timely newborn screen and that appropriate and timely follow-up services (including diagnosis, management, and family counseling) are provided to all infants identified with one of the disorders on the newborn screen (IC 16-41-17).  The Genomics and Newborn Screening Program is also responsible for ensuring that all individuals in Indiana have access to appropriate genetic services (including genetic counseling), regardless of ability to pay for these services, and for overseeing the Indiana Birth Defects and Problems Registry (IBDPR, mandated by IC 16-38-4).  The IBDPR was established to collect information on children born in Indiana with at least one birth defect; data from the IBDPR is used to measure the prevalence of birth defects in the state, conduct appropriate epidemiological and environmental studies, and promote programs designed to improve fetal health and prevent birth defects.     
  • Supervising the Genomics and Newborn Screening Program area staff.  These staff members oversee the sub-programs within Genomics and Newborn Screening including the Indiana Birth Defects and Problems Registry (IBDPR).
  • Coordinating with division leadership on all financial issues related to the Genomics and NBS Program, including all financial duties related to grants and contracts, invoices, payables, budgeting, procurement, and travel. 
  • Developing the overarching goals and work plans, based on current and future programmatic needs, for all program area applications that utilize the ISDH Repository.  This includes planning, implementing, and overseeing all web-based applications required by the program area; selecting the IT staff assigned to the Genomics and NBS Program; and advising other MCH program areas on IT- and database-related issues.
  • Serving as a liaison for the Genomics and Newborn Screening Program (including all NBS sub-programs and the IBDPR) at the state, regional, and national level.  This includes collaborating with Local Health Departments, the state-contracted NBS laboratory, birthing facilities, health care providers, neighboring state NBS and Birth Defects Registry programs, and other service providers in order to improve the health and overall prosperity of Hoosiers; participating in the Advisory Committee for the Region 4 Genetics Collaborative; and participating in the Secretary’s Advisory Committee on Heritable Disorders in Newborns and Children (SACHDNC), as well as SACHDNC subcommittees and workgroups as requested.
  • Supervising the educational/outreach activities developed by the Genomics and Newborn Screening Program for health care providers, Genomics and Newborn Screening grantees, and the general public.
What We're Looking For
  • Master's degree in public health or related field.  
  • Position requires a knowledge of and ability to apply federal and state laws, rules, and regulations as related and applicable to genetic services, specifically State and Federal legislation related to genetic services & the Maternal and Child Health (MCH) division.

  • Individual should possess or be willing and able to develop specialized knowledge of the agency's organizational structure (including budgeting, staffing, and agency procedures) and research techniques, as well as a working knowledge of local and regional genetic service centers and appropriate medical, social service, and developmental agencies.  
  • Communication abilities for this position include an ability to communicate effectively and tactfully, in written and verbal form, with persons of different educational and social backgrounds and the ability to communicate with and speak in front of large groups.  
  • Be able to understand, assess, and take into account the complex ethical, legal, and social issues surrounding the field of genetic services
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
